What is a freight forwarder and how to choose one in Azerbaijan

A freight forwarder organises your cargo’s entire journey from supplier to warehouse: route, carriers, documents and customs. This guide explains what a forwarder does and how to pick the right one.

What a freight forwarder is

A freight forwarder is a company that organises the transport of goods on behalf of the cargo owner. It usually does not own the planes, ships or trains: it buys space from carriers, plans the route, transfers the cargo between modes and coordinates the process from start to finish.

The point of freight forwarding is that the importer does not have to deal separately with the supplier’s warehouse, the carriers, the border and customs. There is one contact, one offer and a clear chain of responsibility.

A single shipment often combines several modes of transport: the cargo first goes by road to a port or airport, covers the main distance by another mode, and finishes by road again. Planning that chain is the forwarder’s core job.

Forwarder, carrier and customs broker: the difference

These roles are often confused, but each carries different responsibilities. One company may combine several of them — what matters is knowing who does what for your shipment.

  • A carrier physically moves the cargo: an airline, a shipping line, a rail operator, a truck owner. It issues the transport document — air waybill, bill of lading or CMR.
  • A customs broker prepares and submits the customs declaration on the importer’s behalf, making sure the code, value and documents meet customs requirements.
  • A freight forwarder selects and coordinates carriers, gathers documents and handles customs clearance itself or through a broker.

Parcel “cargo” services vs a B2B forwarder

In Azerbaijan the word “karqo” (cargo) often refers to parcel services for online shoppers: you order from a foreign website, the parcel goes to a warehouse abroad and is handed over in Baku. Separate customs rules apply to orders placed by individuals for personal use.

Importing for a business is a different task. A commercial consignment is declared in the company’s name, requires an invoice, a packing list and sometimes certificates, and duty and VAT go into the company’s accounts. Volumes differ too: pallets, several cubic metres, sometimes a full container or truck.

So when you search for a “cargo company”, first define what you need: a parcel service for personal purchases, or a forwarder that can clear commercial cargo if you are importing goods for resale. Individuals can also register with TuranKargo, but the service is built around commercial cargo — and for us “Cargo” is the name of the service where transport and customs come together.

What a forwarder actually does

A good forwarder’s work starts well before the cargo moves. The core functions are:

  • route and mode: air, road, rail, sea or a combination, depending on the type of cargo, urgency and budget;
  • consolidation (groupage): small shipments from several clients travel together, so you do not pay for a whole truck or container;
  • pickup from the supplier and a warehouse in the origin country: receiving, measuring and weighing goods, palletising and extra packing;
  • documents: checking the invoice and packing list, issuing transport documents;
  • customs: checking the code and value, the declaration and the calculation of payments — directly or through a broker;
  • special cargo: agreeing conditions in advance for products with batteries, liquids and gels;
  • communication: timely answers and practical solutions when something goes wrong.

How to choose a freight forwarder: a checklist

When choosing a forwarder in Baku, price should not be the only criterion: an offer that looks attractive can grow through surcharges and delays. Before comparing offers, ask these questions:

  • Is the offer transparent? What is included (transport, customs, pickup, packing) and what is charged separately — in writing.
  • How is the price calculated? Chargeable weight is the greater of actual and volumetric weight, and the forwarder should explain this openly.
  • Where does the service end? Where and against which document is the cargo handed over.
  • Do they know customs? Can they tell you the code, the required certificates and what the payments will consist of before shipping.
  • Do they have a warehouse in the origin country? Its address, how goods are matched to you (customer number), measuring and checks on receipt.
  • Do they check documents in advance? An invoice error should be fixed in the origin country, not in Baku.
  • How does communication work? One responsible operator, clear answers, correspondence in your language.
  • Is cargo insurance available, and on what terms — ask about it separately.
  • How are transit times presented? A professional forwarder gives an estimate and says clearly that it is not a guarantee.
  • Which documents will you receive for your accounts?

Red flags to watch for

One red flag is not a reason to walk away immediately, but put your questions in writing and get written answers. A professional forwarder is open about risks, even when that makes its offer look less attractive.

Signs worth noticing before the cargo leaves:

  • a price is quoted without asking about the type of goods, weight and dimensions;
  • promises of “no customs” or “no documents needed”, or a suggestion to under-declare the invoice value;
  • an exact delivery date is guaranteed for any route;
  • the offer is verbal only, with nothing in writing about what is included;
  • battery-powered goods or liquids are accepted without a single question;
  • it is unclear in whose name the goods will be declared in Azerbaijan;
  • unexplained charges appear on the final invoice that were never discussed.

How TuranKargo works

TuranKargo is a freight forwarder handling international shipping and customs clearance into Azerbaijan from all countries. For China, Türkiye and the USA we have our own warehouses in Guangzhou, Istanbul and Wilmington. After free registration on the site, your account shows the exact warehouse address and your personal customer number in the TK-XXXXXXX format; the number is written on every box.

On these three routes there are two service types: “Transport” and “Transport + Customs” (“Cargo”). From other countries (Germany, the UAE and others) cargo is handled on individual request: pickup from the supplier, international transport and handover in Azerbaijan, with customs clearance available as a separate brokerage service if you need it. We choose the route and mode of transport based on the type of cargo, urgency and budget.

Small shipments travel as consolidated cargo, while full container, part container, full truck and dedicated shipments are arranged on request. The process:

  • you send a cargo request;
  • an operator sends you an individual offer;
  • the cargo is received from the supplier and measured, documents are checked and the final price is confirmed;
  • international transport;
  • customs clearance (if selected);
  • handover at our warehouse in Baku.

What is the difference between a freight forwarder and a cargo company?

Parcel cargo services are usually built for online orders from private shoppers. A freight forwarder organises a company’s commercial cargo: route, carriers, documents and customs clearance.

Does a freight forwarder handle customs clearance?

Many forwarders do, either themselves or through a broker, but it should be stated clearly in the offer. TuranKargo offers “Transport + Customs” for China, Türkiye and the USA, and a separate brokerage service for other countries.

What is consolidated cargo?

Several clients’ goods travel on one manifest as a single shipment, and the price is calculated per kilogram. In Azerbaijan each client’s cargo is handed over separately with an internal waybill.

How long does shipping from China to Baku take?

From China, Express takes about 5–7 days and Economy 25–30 days; from Türkiye, Express takes 3–5 days and Economy 10–12 days; from the USA only Express (7–10 days) is available. These are estimates; for other countries the timeline depends on the route and is given in the offer.

What should I check first when choosing a forwarder?

A written, transparent offer, a clear handover point and the company’s ability to explain customs requirements before shipping. Be cautious with anyone who quotes a price without asking about the goods, weight and dimensions.

Do I need a forwarder for a small shipment?

For commercial goods, yes: with consolidation a small shipment travels together with other cargo and is priced per kilogram. Document and customs requirements are the same whatever the size of the shipment.
